Village November 2016 Minutes

Present: Maksimchuk’s, Olk, Seamon, Tate, L. Olk, Gauthier, Burns
Meeting called to order by Mayor Jerry Burns at 7:00 p.m. with the Pledge of Allegiance.
Village Clerk swore in newly re-elected Mayor Jerry Burns who in return swore in re-elected Village Clerk, Karen Maksimchuk. Trustees and Treasurer were also sworn in.
Motion by Seamon, support by Olk to accept the minutes, motion carried. Motion by Maksimchuk, support by Seamon to accept the Treasurer’s report, motion carried.
Public Comments
Bid Opening for demolition of old Confer store if grant monies are awarded. Two bids received. Motion by P. Olk, support by Laura Olk to award the demolition bid to Fisher gravel of the old Confer building contingent on the awarding of grant monies being awarded, discussion, bid was for $41,000, roll call vote, all yeas, motion carried.
Police and DPW Reports on file.
DEQ is requesting a Reliability study to be done. Have a quote from Fleis & Vanderbrink who did our last study in 2004.
Motion by Burns, support by Maksimchuk to hire Robert Delaney at $500 for the month of November as Zoning administrator/enforcer, discussion, Burns amended his motion and Maksimchuk amended his support to include to pay the $500 for this month but would like to propose a $200 per month salary and any fees collected over the $200 would be added to his salary up to $500 (the $500 includes his $200 salary, so basically if he collects $300 in fees that will be applied to his salary. Anything over $500, will go to the Village)
Discussion, roll call vote, 1 no vote, Seamon, rest yeas, motion carried.
Zoning Fees need to be officially adopted at the December meeting.
Motion by Seamon, support by Gauthier to have Spicer Engineering perform the bridge inspections as required by the State of Michigan for a sum of $740.00, roll call vote, all yeas, motion carried.
Mayor Burns, appointed John Maksimchuk as new Police Commissioner and Keith Gauthier will take over as Sanitary Sewer Commissioner.
Council still has a 2 year Trustee vacancy, Clerk will advertise for letters of interest.
Motion by Maksimchuk, support by Gauthier to hire Fleis & Vanderbrink to do testing at Lagoons for a fee of $1,400.00 as required by the DEQ, roll call vote, all yeas, motion carried.
Discussed request to run sewer line to barn within the Village limits. Attorney will check on this.
Motion by P. Olk, support by Gauthier to have the Reliabilty Study done with a quote up to $9,500 to complete the study as required by the DEQ, discussion, all yeas, motion carried.
Motion by P. Olk, support by Maksimchuk to amend the water budget to include $9,500 as an expense for the reliability study, roll call vote, all yeas, motion carried.
Motion by Maksimchuk, support by P. Olk to pay all the bills, roll call vote, all yeas, motion carried.
